They called saying they wanted to lower my interest rate but would not offer me any information as far as what card this was for but then they wanted my card information.

Credit card scam. They called offering to lower my credit card rate, despite not identifying what credit card company they were. Do not give them any of your personal information.

Appears to be a credit card scam - they're pretending to be your credit card company (though they never say which credit card company they represent) and ask you to call them so you can take advantage of an eligible upgrade.
