Called three times (EST: 12:52 pm, 3:12 pm, 6:27 pm) and left an automated voice message that I need to call back as IRS is to sue me. I never did; I knew instantly it was a scam.

Two caveats: 1) the third call was originated from a different number (202) 864-1183, yet left the same voice message; 2) the country code all three calls came from was "011" which is Russia; despite the fact, the automated voice message was in good English (by a native speaker, not a foreigner).

Got a call from this number claiming to be the IRS and they were going to file a lawsuit against me. They have called 3 times today.

Left message about an IRS lawsuit. Called them just for fun. Said I failed to pay taxes 2008 - 2012 and attempts to contact me by mail failed. Total Scam.
