Call came, i took phone no response... Called back but says number not in service

Same thing happened to me. They have called twice now. Both times as soon as I say something they hang up. I have tried calling back and it says the number is not in service. Maybe a government number? Any info anyone has would help.

I didn't recognize the number so I didn't say anything when I picked up the phone.
I heard nothing for several seconds so I hung up.
I called the number and was told it "was not in service". I think it is programmed for outgoing calls only. Not a good sign.
