I got a similar text, claiming to be hearing impaired asking me to bid on a project as well. They even email requirements. The way I discovered it was a scam was I had an identical email the month before from a different name.

Received a text claiming they wanted me to do some work for them .... they texted at around 9:30 pm! They said they were hearing impaired, but I'm thinking it's just some idiot not from America, who can't spell if their life depended on it.
