this is a indian government scam they want you to send them money for a FAKE 7k grant don't do it they do sound convincing but i reported them to the federal government don't worry hopefully they stop this fraud.

They said I had won 7K out of 1,500 other people. They gave me a verification number and then told me to call (315) 683-0137. When I called fron a blocked phone the gentleman on the other end wanted me to call back and unblock my number before he would answer ant questions. I hung up. This is a scam
