Vision Financial, junk debt buyer/collector, collection agency. They typically call from a different local number every time they call, making it hard to ignore their calls specifically. I recommend picking up and not talking to waste their time. Do not agree to any payment plans as most of the debt these guys try to collect is old, bad and already charged-off, you can re-introduce liability by making payments on it.

I got a letter in the mail but no return address or business address also could not find anything on this supposed company.

The number is SUPPOSE to be blocked but they get through anyway.
