They text me not called

I said "Hello" and there was a pause, followed by a loud voice in the background from a third person (other than the caller). Then the caller came on the line, and asked for me or my wife by our formal names. Didn't recognize the caller's voice and told him he must have a wrong number.

Apparently it talked about the taxing and home land security was contacted and that I don't understand I was making a video when they called and I'm half asleep so what is this?
