I don't answer any of the numbers I don't know. Main reason I owe for magazines, through no fault but my own. But if they are scammers I don't feel so bad. Scammers got scammed in that case!!
As for this particular number it's from Danbury, CT. More than likely a solicitor or scam.

Caller claimed to be an attorney working for Western Sky & that I still owed them $900 which I paid a year ago.
