Scam said they kidnapped my sister and was holding her for ransom

Caller has texted threats and harassing statements

Said the Federal Housing Authority tasked them to call seniors to give them free information about a program. She didn't know that we were or were not seniors.

Man with extremely thick accent asked for me by name and then said a bunch of stuff I couldn't understand. When I asked him to repeat himself, he said "uh huh" and wouldn't answer me. He was silent for a few seconds and I asked if he was still there, but no answer. I could hear other people in the background. I hung up after that. It seems like a scam (why would someone call just to keep you on the phone without actually telling/asking you anything??), but cannot be sure.
