Received a text message

Starts with silence, then finally a person gets on trying to push savings on electric bill. Known scammer with BBB complaints; caller ID says Springfield MA. They ignore the warnings I'm on Do Not Call list, call almost daily (or more), and often when I ask them to remove me from the list, I shortly receive a followup hang-up call from an unidentified number. Truly deserving of major fines for breaking the state law (robot call placements).
